The Americans with Disabilities Act, signed into law by U.S. Pres. George Bush on July 26, 1990, continues to shape employment, governmental services, telecommunica- tions, public accommodations, and, perhaps most important, public attitudes. Title I of the ADA, the most comprehensive federal law ever to address employment discrimination, took effect for U.S. businesses with 25 or more employees on July 26, 1992, and for businesses employing 15 or more on July 26, 1994. The implementation of the Title I provisions-those pertaining to the workplace-continues to spark intense pub- lic policy debate. Yet, on the whole, systematic study of Title I in operation has not been done.
